These are editorial field tiers, not an official developer ranking. Skills are judged by how often they solve a real run problem: staying alive, reaching an objective, preserving supplies, reviving teammates, or making a committed weapon role more reliable.
A specialized skill can be excellent in the right build and still sit below a universal pick. Treat the table as a priority guide when choices appear, not as a promise that every S-tier skill will be offered together.
